ICBC Financial Leasing is a PRC financial leasing company wholly owned by Industrial and Commercial Bank of China (ICBC). The NFRA Financial Leasing Company Measures require a major shareholder to replenish capital when necessary and provide liquidity support when the financial leasing company experiences payment difficulty. The requirement reinforces the expected support case for ICBC Financial Leasing alongside ICBC ownership, strategic role, rating evidence, and the reported RMB15bn capital injection in 2025.

ICBCIL Finance and ICIL Aero Treasury remain legally distinct offshore funding platforms. The regulation addresses support to ICBC Financial Leasing and does not itself create a direct payment obligation of ICBC to creditors of either platform.
